In the current scenario, there is many more pension schemes are available to make assist them. Most of the pension scheme available for the employed person. In this scheme, some of the amounts are deducted from employee’s salary. This deduction ratio is very few in comparison of net salary. In this pension system farmers, unemployed persons are not considered. After 60 age they don’t have a survival option. In this age, they fully depend on others.

Kerala government absorbed ground reality. They identified the actual situation of the population. They observed verity of the population. They observed physically handicapped persons are also their responsibility. They observed widow women should have some option to survive without dependency. They launched the sevana pension scheme for their Resident. Sevana Pension plan is a social welfare pension program which highly aims at the disbursement of benefits to the poorest of the poor. The ultimate motive in implementing this scheme was to effectively provide the social security services deployed by the local Government. This application encloses seven schemes out of which six types of pensions are distributed through which over 16 lakhs from the under-privileged section of the state are benefited. Social security pensions are being disbursed through local bodies that include Grama Panchayats, Municipalities and Corporations using Sevana pension application. In sevana, pension scheme government attempts different sectors for assistance National old age pension, Widow pension, Pension to unmarried Women above 50 years,  Pension to physically challenged persons,  Pension to mentally challenged persons,  Agriculture labor pension,  Unemployment wages.

The Government have recently decided to computerize the pension processes to make it more fast and efficient. The program has been initiated using the Sevana – Pensions application software developed by the Information Kerala Mission (IKM).

National Old Age Pension:

The pension amount is Rs.1100 and Rs.1500 for pensioners above 70 years.

Candidate must cross 60 years.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Candidate must not receive other pensions.

Widow Pension:

Candidate must be the widow or divorced.

Candidate must cross 60 years.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Candidate must not receive other pensions.

Pension to Unmarried Women above 50 years:

Age must cross 50 years.

Candidate must be an unmarried person.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Candidate must not receive other pensions.

Pension to the Physically Challenged Persons:

Candidate must submit a disability certificate.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Pension to the Mentally Challenged Persons:

Candidate must submit the mentally disabled certificate.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Agriculture Labour Pension:

Candidate must be a farmer for the last 10 years.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Candidate must not receive other pensions.

Unemployment wages (Previously handled by the Training and Employment Department)

Candidate must cross 60 years.

Family annual income will not be equal or greater than 1 lakhs.

Candidate must be domiciled in Kerala since last.

Scope of Services

The application handles the following procedures involved in the entire processes.

  1. Receipt and processing of Application (with linkage/ integration with the Soochika application software of IKM).
  2. Capturing the details of approval of pension by the Local Government.
  3. Approval details from other agencies as applicable.
  4. Preparation of list of beneficiaries.
  5. Calculation of requirement of money for each category of pensions for a specified period.
  6. Distribution of available amount accurately as per monthly rates in accordance with the seniority of beneficiaries.
  7. Distribution of arrears as per seniority, when a revision in pension happens.
  8. Generation of a bill in the prescribed format with all details for submitting in the Treasuries for drawing of the amount.
  9. Printing of money order on pre-printed continuous stationery, specially supplied by India Post for this purpose (only where Electronic Money is not accepted at Post Offices).
  10. Creation of XML (Extensible Markup Language) format files for electronic money order (eMO) in places with Post Offices where the eMO facility is available.
  11. Utilization certificate in the prescribed format.

Future Plan

  • Introducing Bio-metric vein detection or linking with the AADHAR for avoiding duplication. State wise duplicate records can be cut down once the scheme will be implemented.
  • Introduction of multiple welfare pension database and its Integration for the whole state are to be considered. Centralized disbursement through a single eMO-XML file at the state level is also planned but requires the amendment of the Act, which mandates disbursement to be the responsibility of local government. This centralization would greatly improve the disbursement mechanism while retaining the beneficiary selection functions with local governments.
  • Government acts and rules are applicable to each business re-engineering aspects.
  • Possible integration with other databases available with the state such as welfare board pensions etc.

Conclusion

In this pension scheme, all applicants will get 1100 to 1500 rupees. The amount will depend on the category. This sevana pension scheme is an ideal financial assistance scheme which will make a good impact to relief their situation. It can be considered as human welfare relief scheme. All states should consider it as the lesson as take the necessary steps to change the financial condition of needy persons.
