Mutation or Pokkuvaravu

Mutation or Pokkuvaravu is an essential process in all legal transactions involving land. By mutating a property, the new owner gets the property recorded on his/her name; property details will be kept up-to-date in the revenue records preserved or maintained by civic bodies like Municipalities, Municipal Corporations or Panchayat.

Required Documents for Mutation

In case of sale of a property

The following documents need to be created or furnished in the Village office for a property mutation.

  • Applying for mutation with stamp affixed
  • Registration deeds (Both previous and current)
  • Sale deeds Affidavit on stamp paper of requisite value
  • Receipt of updated property tax payment
  • Address proof – Ration Card
  • Identity Proof – Aadhaar Card

 In case of Will

  • Death certificate
  • Duplicate of Succession Certificate
  • Affidavit on stamp paper
  • Receipt of up-to-date property tax payment

In case of Power of Attorney:

  • Copy of Power of Attorney
  • Application for mutation with stamp affixed
  • Registration deeds (Both previous and current)
  • Sale deeds Affidavit on stamp paper of requisite value
  • Receipt of up-to-date property tax payment
  • Address proof – Ration Card
  • Identity Proof – Aadhaar Card

Process for doing Pokkuvaravu or Land Mutation in Kerala

The process of doing Pokkuvaravu or Mutation is explained step by step:

Step 1: Make sure you complete the registration process of your property & get the sale deed from the sub-registrar office.

Step 2: Fill the application form & submit to the village office and also with documents mentioned above.

Step 3: Refer to the table above to know the fee structure of your property.

Step 4:  The original copy of deeds have to be produced to respective authorities in the village office for verification. After verification, the village officer will give a date for a visit.

Step 5: The village officer must do physical verification & measurement of property. Surveyor will also verify property boundaries. Surveyor is to check if there any unresolved disputes with any of the neighbours regarding borders, any other disputes concerning the said property.

Step 6: After proper verification of property, village officer will then change the name of the property from seller to buyer. The buyer will be provided with a new Thandaper, or the property will be added to his existing Thandaper in the village.

Step 7: The new owner of the property have to all taxes under the new Thandaper in his name at the respective village office.

Revenue land information portal helps the user to verify the Pokkuvaravu or Mutation details and E-payment for Land tax. Verify your Pokkuvaru or Mutation Online in Revenue Land Information System

The following steps will help you to verify your mutation details Online in Revenue Land Information System.

Step 1: Visit home page of Revenue department of Kerala.

Step 2: Click on Revenue Land information system option from the menu bar. The page will redirect to Revenue Land Information Systems webpage.

Note: Kindly use Mozilla browser for a better experience of Revenue Land Information System

Step 3: In this page select the verify option to get your mutation or Pokkuvaravu details.

Step 4: Select your district (where the property is located) from the drop-down menu.

Step 5: You have to pick your Sub-Register Office.

Step 6:  Select the year when the property registered.

Note: Details from 2015 – 2018 is available.

Step 7: Fill the document number and date.

Step 8: Click on ‘Get’ to verify your Pokkuvaravu or mutation details. The details of Pokkuvaravu will be displayed.

Pay Land Tax online through Revenue Land Information System

To pay tax online through Revenue Land Information System you have registered in this portal. Follow the below steps to pay your tax online.

Register in ReLiS for E-Payment

Step 1: Go to the home page of the Revenue department of Kerala.

Step 2: Click on Pay your tax option from the menu. This will take you to the E-payment page.

Step 3: Click on the sign-up option. Enter your name, address, Mobile number & Aadhaar number.

Step 4: Click on next button to enter your account information.

Step 5: After entering the username for the account & password click on submit for registration.

Make E-payment through Revenue land information

Step 6: Login into the portal by entering username and password.

Step 7: Go to the menu and select new request option.

Step 8: Select your district, Taluk, Village from the drop-down menu.

Step 9: Input Thandapper Number survey/ subdivision number.

Follow the below steps.

Step 10: If the area is founded by Revenue land information System, you can make payment. Make sure landholders details; the tax amount is available on this page. Click Pay tax for payment.

In case of the area not found

‘If the area is not found, what you need to add the area details by following these steps.

Step 10a: Add Land Holder Information or Details.

Step 10b: Enter or Input Tax amount, date, receipts number of last tax paid and remarks.

Step 10c: Click Submit to approve from the village officer.

Note: After approval by village officer you will receive an SMS indicating Village officer approval and amount of tax to be paid.

Step 11: Login to the Revenue Land Information System E-payment page

Step 12: Click on My request option.

Step 13: when paying online click on Pay now button
