The Food Security Card is a card by which a person can obtain certain essential supplies at a discounted price i.e. a price lower than the normal cost of the product.
The supplies include rice, sugar, wheat, kerosene etc.
The Food Security Card also can be used as an identity proof for the person and his family.
Targeted Public Distribution System (TPDS)
The Targeted Public Distribution System was launched by the Indian government in 1997 with a prime objective to empower the poor sections of the country.
Its aim is to make food and other essential supplies available to the poor at a discounted price i.e. a price lower than the normal cost of the product.
This is achieved through a network and complex structure of these supply shops.
Classification of people under TDPS:
THE people are divided into three classes:
1. APL – Above The Poverty Line
These are people who cannot avail the benefits of the TDPS scheme. They can however apply for an APL Card solely for identity purposes.
2. BPL – Below The Poverty Line
These are people who can avail the benefits of the TDPS scheme. They can apply for the Food Security Card.
3. Anthodia Anna Yojana (AAY)
The Anthodia Anna Yojana scheme was launched by the Government of India in December, 2000 with an aim to target the poorest of the poor BPL households.
Households in the following classes come under the ambit of the Anthodia Anna Yojana scheme.
- Agricultural laborers without any land of their own,
- Borderline farmers,
- Rural artisans or craftsmen,
- People living in in Slums,
- Daily wage laborers,
- Impoverished class of people,
- Families led by widows, ill persons or disabled persons or senior citizens,
- Tribal people, etc.
National Food Security Act, 2013
The National Food Security Act, 2013 was launched in September, 2013 with an aim to deliver the TDPS scheme to poor households in a fiercer manner.
Under the 2013 Act, those eligible under the TDPS will receive 5kgs of food grains/person/month at a discounted price of Rs. 3/kg- rice, Rs 2/kg-wheat and Rs1/kg- other coarse grains.
The Anthodia Anna Yojana scheme people will receive 35kgs/person/month.
The 2013 Act also provides for nutritional support for women and children.
Women are entitled to receive maternity benefit of not less than Rs. 6,000/ month.
Children up to 14 years are provided with nutritious meals.
Food Security Card Telangana
Based on the provisions of the National Food Security Act, 2013 the Telangana government has started its own Food Security Card.
This Food Security Card also entitles a person can obtain certain essential supplies at a discounted price i.e. a price lower than the normal cost of the product.
The Government has set up many shops and stores in order to handle the distribution of these services to the people especially in rural areas.
This Food Security Card can be used as an identity proof for the cardholder and his family as well and can also be linked to the Aadhar Card and bank account of the person for availing other schemes of the government.
People who can apply for the Food Security Ration Card in Telangana
Only people who satisfy the following conditions can apply for the Food Security Ration Card in Telangana:
- People should be poor and having no proper or stable means of subsistence.
- People who have got married in the state of Telangana.
- People having ration cards already.
Procedure to obtain a Food Security Card:
Step 1: Download the form from the Telangana Mee Seva Portal
Step 2: Fill the required details of the form.
Step 3: Submit the duly filled form to a Mee Seva centre.
Documents required for obtaining the Food Security Card in Telangana: duly filled Application form, address proof, Aadhar Card copy.
Procedure to obtain the Application for the Food Security Card in Telangana Online via the Mee Seva Portal
Step 1: Go to web link www.tg.meeseva.gov.in
The below page will open
Step 2: Click on ‘Mee Seva Service Forms’ under Quick Links towards the bottom left side of the webpage.
Step 3: A new page will open as shown below, then click on Civil Supplies and in the drop down options click on ‘Application for New Food Security Card’ as shown below.
Step 4: The form will open in PDF form as shown below, download it and print it.
Step 5: Fill the required details as mentioned in the form and submit it to the Mee Seva Centre in the desired location of the person availing the card.
Details of the application form are as below:
Form is of two pages and contains the following detail requirements.
Person Details: Name of Head of Family, Gender, Age, Aadhard Card Number, Religion and Reservation status.
Gas availability details: Whether gas connection is available of not, gas connection number, agency name etc.
Address details: Full address of person, taluka, district, pin code etc.
Member’s details: Name, age, gender, Aadhar number of all the family members of the person staying in the same house as that of the person applying for the Food Security Card. Also specify relationship of member with head of the family.
Informant details: Name, address and Aadhar card number.
The person filling the form needs to sign the form in the space given for the signature.
Address Proof, Aadhar Card copy must be enclosed with this form while submitting it.
Upon successful submission of this form to the Mee Seva Centre the respective authorities will scrutinize the form and the documents attached herewith and issue the Food Security Card to the person applying for it.
