Other backward class certificate
Other backward class is a collective term used by the government of India to classify class who are educationally, socially or economically at a disadvantage.
supreme court of India has directed the government to constitute a permanent body “national commission of backward classes Under the NCBC act 1993.
Classification of OBC CERTIFICATE:-
According to NCBC there are two types of category for other backward caste classified on the basis of their family income.
They are as follows :-
Creamy layer certificate :- Legal document provided by the Indian government to categories family who are relatively forward and better educated member of other backward caste.
Family belongs to other backward caste have annual income above 8 lakh are categorized under non-creamy layer.
They are not eligible for any government sponsored educational and professional benefits.
Non creamy layer :- Other backward caste certificate is a legal document issued by the government to certify caste and economical background of a family of other backward caste having an income below 8 lack.
They enjoy reservation facilities in government jobs , scholarship, and also in an educational institute.
National commission of backward class has proposed to increase the limit of family income from 8 lakh to 15 lakh for considering under this category.
Benefits of non-creamy layer certificate :-
For supporting economically backward class government provides following facilities:-
Reservation in educational institute.
Employment in reserve category in government jobs.
Government sponsored scholarship.
Educational loan ,
House allotment etc.
Applicable income
As Criteria for classification of OBC category is based on economy ,
if parents are receiving income apart from annual income, then, that income will consider to consolidate the sum of 8 lakh.
Income from agriculture and farming will not be taken into account.
If parents are working in private sectors there income received will also considered.
Eligibility criteria for OBC certificate:-
Only people belonging to non-creamy layer should apply for this certificate.
If both parents or anyone of the parent is working under Group C and D of the Central Government and parents working under Group II, III and IV of the State Government then children are eligible to apply for this certificate.
If a person is working under Group B of the Central Government or Group I of the State Government then applicant is eligible,
Or Person whose parents do not receive any kind of income, then the person can apply for OBC.
If the Husband is working under the Central Government,his wife is eligible to apply for an OBC certificate by providing the details of her parents if not receiving any kind of income
Who should not apply for this certificate?
Certain castes that come under BC and MBC, that are not added in the Central Government’s OBC category list, are not eligible for this certificate.
Parents who are employed under Group A services like IPS, IAS, and IFS are not eligible for this certificate.
If the applicant’s parents are working under Group B and C of the Central Government and parents working under Group 1 of the State Government then the applicant is not eligible to apply for this certificate.
Applicant’s parents’ income exceeds 8 lakhs, they are not eligible to apply for this certificate.
Applicant’s parents working under private sectors as a business person, lawyer, doctor, engineer and if their income in more than 8 lakh per year, then they are not eligible to apply for this certificate.
Documents required :-
Parents or siblings caste certificate prescribed by the authority
Id proof:- Addhar card or voter ID card or PAN card etc.
Income tax certificate.
Ration card
2 passport size photograph.
Address proof:- electricity , domicile certificate, landline bill etc.
Copy of school leaving certificate.
Affidavit on stamp of RS.10.
How to apply for the certificate?
Application processes and criteria differ from state to state,
For application you have to visit the nearest Tehsil office, Revenue office, SDM office, CSC/SETU center.
Get the caste certificate application form and fill it with the following details
Name, age, gender, DOB, Guardian’s name etc.
Provide father’s caste certificate details too if no more, please fill detail of a blood relative’s caste certificate details
Fill all the details and self attest them
Submit the form by providing any local reference for verification
Duration of process
Generally, after submission of the form,
it will take 30 to 40 days to get the caste certificate after verification process from the office.
Processing fee
No need to pay for the application form,
You just need an affidavit on stamp of rs.10.
