Bhoomi is a project mutually funded by the Government of India and the Government of Karnataka to digitize the paper land records and generate a software mechanism to control changes to the land registry in Karnataka. The project was designed to eradicate the long-standing problem of inefficiency and corruption in the preservation of land records at dispersed and poorly supervised and audited block-level offices known as “taluka” offices in Southern part of India and “tehsildar” offices in Northern part of India. The project development and implementation was completed by National Informatics Centre.
Many experiments with computerization have botched due to corruption and other factors.
Implementation of Land record computerization has been complicated in India. Bhoomi succeeded because there was a supporter who worked a 15-hour day for over 12 months, devoting 80% of his time to the project. Minimizing conflict from staff by harnessing political support was an important contributory factor. Extensive training joined with a participatory style also helped to diminish resistance.”
BHOOMI has condensed the discretion of public officials by introducing provisions for recording a mutation request online. Farmers can now admittance the database and are empowered to follow up. In the BHOOMI project, a printed copy of the RTC can be obtain online by giving the name of the proprietor or plot number at computerized land record kiosks in 177 taluka offices, for a payment of Rs.15. A second computer screen faces the clients to allow them to see the transaction being performed. A farmer can confirm the status of a mutation application on Touch Screen Kiosks. If the revenue inspector does not complete the mutation within a period of 45 days, a farmer can now approach a senior officer person with their complaint .Operators of the computerized system are made answerable for their decisions and actions by using a bio-login system that authenticate every Login through a thumbprint. A log is maintained of all transactions in an assembly. The new system has brought about a sea transform in the way land records are maintained and administered in the state. The system has not only basic the process of recordkeeping but has also provided numerous collateral benefits. This governance model has verified to be financially self-sustainable. It has become a innovator for e-Governance projects in the state as well as other parts of the country. In the next phase of BHOOMI, the ‘LAND RECORDS ON WEB’ has be recognized wherein, all the taluka databases are getting uploaded to a web-enabled central database so as to let the private agencies to set up the village – level kiosk to download the land records documents at the village and issue to the farmers. In this Private Public Participation (PPP) model, all the stakeholders will be benefited in land records release. Under this high-status Bhoomi E-Governance project of the Government all 20 millionland accounts of 6.7 million land owners in 176 taluks of Karnataka have beencomputerised. This system installation with the software called “BHOOMI” designed fully in-house by National Informatics Centre, Bangalore. Though the project is largely funded by Government of India has some significant components of this project are funded by State Government.
Objectives and Goals
- To help easy maintenance and prompt updating of land records.
- To make land records corrupt proof.
- To provide farmers easy admission to their land records.
- To create and to build databases of land revenue, cropping pattern, land use, etc.
- To use the data for planning and formulating development programmes.
- To enable usage of this database with courts, banks, private organizations and Internet Service Providers (ISPs).
Important Features of BHOOMI
“Bhoomi” is very widespread software designed by the NIC, Bangalore. This software provides for printing of land records as and when necessary. It incorporates procedure of online update to make sure that the RTCs provided to the farmers are in sync with the time. The manual land accounts in operational talukas have been affirmed illegal. All the mutations to the land records database are completed on the computer itself so as to ensure on computer stay current with time.It incorporates the state of the art biologon metrics scheme from Company which authenticates different users on the Bhoomi software on the basis of fingerprints. This ensures that no one could hack the system by imitating other users. The substitution of password security system by fingerprint authentication system would go a long way to make sure that database is free from any hacking and that the non-repudiation system is in place. This software also has the condition of scanning of original mutation orders of the revenue inspector (who is the authorised person to go by orders in the mutations in the field) and notices served on interested parties. Both documents are scanned to make sure that not only responsibility can be fixed on Officials by presentation the original documents signed by them but also to make sure that the interested parties do not claim in the court that they were not served with the notice earlier than effecting the mutation. The software enables the administrators to produce various reports based on type of soil, land holding size, type of crops grown etc. This information Would allow administrators to take a informed policy decision.

Government has constituted the following two committees for the implementation of Computerisation of Land Records in the State.
Bhoomi Advisory Committee
This committee will look into the improvement required in the Bhoomi Software to know the members in the committee.
State Level Committee
This committee will review the Progress of the Projects in Karnataka and decide about its expansion & broad banding to be acquainted with the member in the committee.
Bhoomi project is an attempt made by the Karnataka State Government for Computerisation of Land Records. This project is sponsored together by Ministry of Rural Development, Government of India and State Government of Karnataka.
Components of Bhoomi
The scheme includes in itself the following Components.
The computer centre where the mutation and the update in a online fashion. It includes the finger print authentication of vital documents to ensure robust and secured system. Land Records kiosk from where the farmers can assemble the copy of their record by paying Rs.15. They can as well lodge request for mutation to their land records. The Kiosk is completely funded by State Government.
3 Main Components of Bhoomi
- The computer centre, where the mutation and the updating is done online. It includes finger print authentication and scanning of significant documents to ensure robust and secured system. Most of the components of Computer Centre are funded under Central Scheme.
- Land Records kiosk from where farmers can collect the copy of their record by paying Rs.15. They can also lodge appeal for mutation to their land records. The Kiosk is fully funded by State Government.
- Touch Screen Kiosk where farmers can see their land related information without anybody’s interference or help.
Benefits of Bhoomi
Farmers can rapidly get their land records from Kiosks and are secluded from harassment and extortion. As against time delay of 3 to 30 days they now acquire their records in less than 2 minutes. No overhead charge is to be incurred. No application is necessary to be submitted at the kiosk. The records are authentic and legible. Use of biometrics authentication system in order to update records have freed farmers from the worry of probable manipulation of their records by some times some unscrupulous officials .They can also lodge application for the mutation (change in land title) to their land records at the mutation kiosks, get acknowledgement for the same and can monitor the progress using touch screen kiosks accessible in some Bhoomi centres. They would then gain their updated land record in a fixed time frame without the need of approaching any power. As against earlier time of 70-200days, the mutation would now need less than 35 days. Farmers could also get the official status report of their demand for mutation which would let them know the stage at which their request is pending. This status report would assist them inenforcing their right of getting the record mutated in the prescribed time. To farm credit would currently be less cumbersome. Online connectivity to banks would make sure farm credit to farmers in less than 5 days as against 25-30 days in manual system .It would be easier for the farmers to follow land related litigation in the court.
