Bhoomi is a project mutually funded by the Government of India and the Government of Karnataka to digitize the paper land records and generate a software mechanism to control changes to the land registry in Karnataka. The project was designed to eradicate the long-standing problem of inefficiency and corruption in the preservation of land records at dispersed and poorly supervised and audited block-level offices known as “taluka” offices in Southern part of India and “tehsildar” offices in Northern part of India. The project development and implementation was completed by National Informatics Centre.

Many experiments with computerization have botched due to corruption and other factors.

Implementation of Land record computerization has been complicated in India. Bhoomi succeeded because there was a supporter who worked a 15-hour day for over 12 months, devoting 80% of his time to the project. Minimizing conflict from staff by harnessing political support was an important contributory factor. Extensive training joined with a participatory style also helped to diminish resistance.”

In this Private Public Participation (PPP) model, all the stakeholders will be benefited in land records release. Under this high-status Bhoomi E-Governance project of the Government all 20 millionland accounts of 6.7 million land owners in 176 taluks of Karnataka have beencomputerised. This system installation with the software called “BHOOMI” designed fully in-house by National Informatics Centre, Bangalore. Though the project is largely funded by Government of India has some significant components of this project are funded by State Government.

Objectives and Goals

  1. To help easy maintenance and prompt updating of land records.
  2. To make land records corrupt proof.
  3. To provide farmers easy admission to their land records.
  4. To create and to build databases of land revenue, cropping pattern, land use, etc.
  5. To use the data for planning and formulating development programmes.
  6. To enable usage of this database with courts, banks, private organizations and Internet Service Providers (ISPs).

Important Features of BHOOMI

“Bhoomi” is very widespread software designed by the NIC, Bangalore. This software provides for printing of land records as and when necessary. Committees

Government has constituted the following two committees for the implementation of Computerisation of Land Records in the State.

Bhoomi Advisory Committee

This committee will look into the improvement required in the Bhoomi Software to know the members in the committee.

State Level Committee

This committee will review the Progress of the Projects in Karnataka and decide about its expansion & broad banding to be acquainted with the member in the committee.

Bhoomi project is an attempt made by the Karnataka State Government for Computerisation of Land Records. This project is sponsored together by Ministry of Rural Development, Government of India and State Government of Karnataka.

Components of Bhoomi

Benefits of Bhoomi

Farmers

Farmers can rapidly get their land records from Kiosks and are secluded from harassment and extortion. As against time delay of 3 to 30 days they now acquire their records in less than 2 minutes. No overhead charge is to be incurred. No application is necessary to be submitted at the kiosk. The records are authentic and legible. To get your RTC online you need to follow below-mentioned steps.

Step 1:  to Visit official webpage Karnataka Online Land Records Bhoomi.

Step 2: then Click on i-RTC option from the Home Page. This page will further redirect to next page.

Step 8: the Details related to land records will be shown. To view the RTC click on view RTC option.

Step 9: After viewing the RTC, Click on Pay and Download option.

Note: Fee for downloading the RTC is Rs.10

Step 10: After selection of declaration click on Pay now.

Step 11: The page will then redirect to SBI online page. You can pay the fee through any of the following methods.

  • Net Banking
  • Credit Card
  • Debit Card

Step 12: After the successful payment the RTC will be shown in PDF format. You could now download your RTC.

View RTC in Bhoomi

By following the steps given to view your RTC online in Bhoomi.

Step 1: first Click on View RTC and MR option from the Home Page of Bhoomi. This page will then redirect to next page.

Step 2: You can get the RTC for current year and old year, from this page.

Step 3: Enter all the compulsory details.

Step 1: Select the View RTC information option from the homepage of Bhoomi.
